Robert Jeffrey Fink Jr., 42, was charged with multiple offenses, including statutory sexual assault, corruption of minors, and unlawful contact with a minor.
The incident reportedly happened when Fink’s girlfriend left his apartment in the 900 block of Plane Street in Columbia, leaving him alone with the 13-year-old girl on Sept. 9, 2023, according to the affidavit.
The girl later told police that Fink offered her marijuana, and she subsequently felt its effects. She alleged that Fink then initiated inappropriate contact that she said "no" to.
Following the incident, family members took her to Penn State Health-Lancaster Medical Center for an examination. Columbia Police Officer Nate Miller collected evidence from the examination, which was later submitted to the Pennsylvania State Police laboratory for DNA analysis.
The Pennsylvania State Police Forensic Scientist reported findings consistent with a male DNA profile on March 29, 2024.
He has been held in the Lancaster County Prison on $500,000 in bail with a preliminary hearing set before Magisterial District Judge Miles K. Bixler at 9 a.m. on Tuesday, Nov. 19.
Fink has a criminal record of theft, driving under the influence, impersonating a public servant, and related offenses dating back to 2002, court records show.
